The earliest pioneer settlers in the present-day Oliver Springs-Oak Ridge area arrived in the late 1790s and must have found mountain watching a compelling and fascinating pastime. As these pioneers, DOUGLAS OLIVER, SR., WILLIAM TUNNELL, JAMES SCARBROUGH, COLLINS ROBERTS, EDWARD FREELS, and others in the Oak Ridge area, and MOSES WINTERS, THOMAS BUTLER, AND ALEXANDER GALBRAITH in the Oliver Springs area gazed in wonder and awe at those beautiful mysterious peaks, the Cherokees, no doubt, looked down from the various lofty peaks of the Cumberlands which they called "Ouasioto," and wondered at the strange doings of the white settlers.
The name of LIVELY is of prime importance to the story of Windrock and its people. JOHN LIVELYs sons and grandsons acquired possession of practically all of the south side of Windrock Mountain which they sold many years later to the Land Companies. JOHN LIVELY (1764-1830) came from VA and settled near the foot of Windrock Mountain prior to 1800. His name was on the effective petition for the erection of Anderson County in 1801.
JOHN LIVELY had married (1794) CLARA CARNALL (1768- _). Among their nine children were JORDAN A. (1818-1901), BENJAMIN F. (1805- ), and MILLY (1800- ).
JORDAN LIVELY acquired (possibly by the right of occupancy) the upper half of Windrock Mountain, and built a log house on the tip-top where he reared a family. His land, which extended down to Sandy Flats was passed down to his son, JOHN C. who sold it to the Land Company in the 1880s.
BENJAMIN LIVELY and his sons WILEY, THOMAS and ROBERT LIVELY owned the lower half of the mountain from Sandy Flats to the foot, which included Khotan and Lower Windrock Camp areas. These men, and JORDAN all fought in the Civil War in the Union Army, Co. K, 5th Tennessee Infantry, probably under Capt. EDWIN F. WILEY.

MILLY LIVELY married JOHN SEIBER (1797-abt 1865). Among their children were LEVI, KATHERINE, PHILLIP, CLARISSA, FREDERICK, HYRAM, MALINDA, GEORGE, MARK and JORDAN SEIBER.
